An Bord Pleanála has rejected an appeal against the decision of Clare County Council to grant permission for a new housing development on the outskirts of Ennis.
Jamire Limited had initially sought permission to build 31 units on lands at Tulla Road, Roslevan but this was reduced by one after layout changes were agreed following engagement with the local authority.
Planning permission was formally granted in January 2024 but this decision was the subject of a number of third-party appeals, including from local residents.
In her report, which has just been published, planning inspector Ciara McGuinness summarised the concerns of those who objected to the proposed development.
These, she said included: the potential of 'overlooking' into existing dwellings, a lack of specific details regarding elements of the proposed development, the capacity of the local Waste Water Treatment Plant, the presence of invasive species (Japanese Knotweed) on the site and the potential impact on bats in the local area.

Having considered each of the objections and submissions, Ms McGuinness recommended that permission be granted as she is "satisfied that the proposed development can be adequately accommodated on the subject site without undue impacts arising in terms of existing residential amenity."
A total of 22 conditions have been imposed as a condition of the permission now granted by An Bord Pleanála.
These include the installation of EV charging points for all communal car parking spaces and the provision of electric
connections to the exterior of the houses to allow for the provision of future electric vehicle charging points.
Another condition is that 'individual purchasers' are given priority when the new homes are being sold upon their completion.
The development which will be located to northeast of Ennis, around 2.7km from the town centre and 900m west of the N18 Limerick-Galway Motorway, will consist of 20 3-bed two-storey semi-detached units, four 4-bed two storey semi-detached units (with attic conversion), four 3-bed two storey terrace units and two 2-bed two storey terrace units.
