Planning permission sought for development of major housing project in coastal Clare town

Plans have been unveiled for a major housing development works including the construction of 42 new houses on Cappagh Road and Soldiers Hill in Kilrush

Details of the proposed development were revealed as part of a new planning application submitted to Clare County Council by Keogh Homes Ltd on December 11. 

The plans consist of two four-bedroom detached houses, sixteen four-bedroom semi-detached houses, ten three-bedroom semi-detached houses and six three-bedroom terraced houses.

The application, which currently has a pre-validation status, also seeks permission for four two-bedroom semi-detached bungalows, two two-bedroom duplex units and two three-bedroom duplex units as well as all associated site works and services.

The planning report outlines the aims of the project as it plans to "create an inclusive and sustainable residential community that respects the existing character of the Cappa area in Kilrush while supporting the managed growth of the surroundings through the appropriate development of a fully serviced, residentially zoned site."

It continues: "The proposal aspires to foster a vibrant village community in Cappa, enhancing its role as a place for residents, visitors, and the wider rural area, while maintaining and strengthening its economic, social, and service functions." 

The planning application confirms that no Integrated Pollution Control (IPC) license or waste license is required for the project as the location isn't deemed as a protected structure. 

The applicant provided several documents for the planning authority to review including an architect's, report, an engineer's report, a lighting report and a Natura Impact Statement (NIS).

The planning authority will consider if the site notice complies with all regulations and that the information submitted in the application is deemed correct before coming to a decision. 

The application states that any submissions or observations on the proposed development must be submitted to Clare County Council by January 23, 2026.

A final decision on the application is expected by February 13.
