The Banner remain winless in this year's Munster SHC with just one match left - against Limerick on Sunday, May 25.
Having trailed by 12 points at Zimmer Biomet Páirc Chíosóg, Clare rallied in the second half and drew level with Tipperary before Liam Cahill's side mounted a response to ensure a three-point victory.
In front of just over 20,000 supports, the final score was Clare 2-21 Tipperary 4-18.
While Clare don't play next weekend, the results of the Tipperary v Waterford and Limerick v Cork matches will determine the stakes for the final weekend of this year's Munster SCH.
