Permission granted for new three-story 'mixed use' development in Ennis

Planning approval has been granted for a new three-storey 'mixed use' development on the outskirts of Ennis despite a recommendation that permission be refused.

David English Electrical Rewinds is proposing to demolish its existing premises at Drumbiggle Road in the town and to
construct a mixed use development building with light industrial/shop use and offices.

While Clare County Council had granted permission subject to compliance with certain conditions, separate appeals were lodged by the applicant and by a neighbouring business.

In a detailed report which has been published by An Bord Pleanála, planning inspector Ciara McGuinness stated: "The subject site is located at an important location along Drumbiggle Road, on a main arterial route into Ennis. Development on this site has the potential to enhance the surrounding area."

She expressed a view that the proposed development represents a "significant intensification in use on a relatively small, restricted site" and that permission should not be granted.

"It is considered that the proposed development, by reason of its scale, bulk and massing, would constitute over development of the site and would seriously injure the residential amenities of the adjoining property by reason of overshadowing and loss of daylight/sunlight," she wrote.

However, having considered the matter including Ms McGuinness' report and all other submissions, members of the Board decided that permission should be granted, subject to revised conditions.

"The Board considered that the development would not cause a diminution in the resident amenities currently enjoyed by adjoining properties by reason overshadowing and loss of daylight/sunlight having regard to the location and height of the existing structure," states the formal order.

"The Board considered that the parking provision outlined would be appropriate for the scale of development proposed and that sufficient justification had been provided by the applicant," it added.

A total of 12 conditions have been imposed.
